windows defender error code 0x80070428 and action center reporting 10 windows defender scans

This computer had its operating system reinstalled approximately one week ago.

The action center just posted a recent windows defenders summary:

When windows defender was opened it displayed:

The windows defender scan details indicate that the last scan was yesterday.  There was no scan today and there weren't ten scans just a few minutes ago.

1) yes the computer had a clean install approximately 1 to 2 weeks ago.  Drivers were recently reinstalled.  Some were uninstalled before installation and some were installed over the prior drivers.  Some software was uninstalled such as Malwarebytes and Ccleaner.  The control panel currently lists 43 programs of which there are 13 Microsoft Visual C++, some HP, some Intel, some Nvidia, some from Mozilla, and some more from Microsoft.

2) There are no third party antivirus apps installed now.  Again Malwarebytes was removed.

3) All windows defender scans that are manually performed are successful.

There is a second computer that has a similar problem where the action center reports multiple scans and there were none when viewing windows defender.  When viewing the task scheduler it was making scans and there was an error code.  That error code though was different from this error code.

To resolve this error code 0x80070428, we suggest that you perform a clean boot. Putting your system in Clean Boot state helps in identifying if any third party applications or startup items are causing the issue. Refer to this article on how to perform a Clean Boot.

why should clean boot fix a Microsoft windows defender scheduling problem?

there is another computer that has similar problems where action center pop ups indicate that there were multiple windows defender scans when there were none( as per the information displayed on windows defender)

the error code on the second computer is 0x80070002.  This computer action center displayed:

Recent Windows Defender Summary

Not threats were found since your last

summary.  Your PC was scanned 5 times(s).

This is some additional information:  Microsoft provided remote access 800 642 7676 via LogMeIn and made changes to the scheduling for windows defender.  They did this after I reported errors that windows defender was displaying when I performed updates using windows defender.  There were never any errors if windows updates was used instead of windows defender.  They also modified settings to Ccleaner.  On the first computer with the pictures above I had uninstalled Ccleaner.  Also the computer was repaired in a store and they had saved the files then used the bios to sanitize the internal hard drive then reinstalled windows, drivers, files and some applications.  This clean install was done after the prior remote access session.

The second computer they had also used remote access to modify the task scheduler for windows defender and Ccleaner.  On this computer though I did not uninstall Ccleaner. 

So there are two computers that had their scheduling modified by a Microsoft technician by remote access.  All of the error that were happening when windows defender was clicked for updates disappeared.  A week later these action center pop ups appeared.  It is my impression that the likely cause of the current problem is related to what they did in the scheduling.  The records from this remote access were not found.  So I think I need help with the task scheduler on both computers.

Surprisingly a third computer is not having any problems.

The task scheduler was different in the multiple computer.  Those that had clean install had task schedulers that were slightly different from those that had been updated from windows 7 professional to windows 10 professional.

Any chance you are familiar with the general triggers, actions, conditions, settings, history (disabled) tabs within the task scheduler.  My guess is that is what they had modified and that is what is likely producing the error codes and the action center popups.

Hi,

Windows Defender regularly scans your PC to help keep it safe. If you want to set your own scan schedule, you may follow the steps below:

  1. Search and open Schedule tasks.
  2. In the left pane, expand Task Scheduler Library > Microsoft > Windows and then scroll down and double-click Windows Defender folder.
  3. In the top-center pane, double-click Windows Defender Scheduled Scan.
  4. Select the Triggers tab, and then select New.
  5. Set your time and frequency, and then select OK.

You may also turn Windows Defender real-time protection on or off:

  1. Select the Start button, then select Settings > Update & Security.
  2. Select Windows Defender, then turn Real-time protection on or off.
