Windows connection Manager Hung "Stopping" ; Error 1061 "Can't accept control messages"

4GB RAM

Atom x7-Z8700 cpu @ 1.6 GHz

Windows Connection Manager service hung in "stopping" mode

Start, Stop, Restart are all greyed-out and unavailable

Several dependencies also have Start, Stop, & Restart greyed out.

The dependencies that do NOT have the above greyed out all report "Error 1061:  The service cannot accept control messages at this time." when attempting Start, Stop, or Restart - although they do show in a "running" state.

This is impacting the WLAN and making it not appear in the system tray.

Device driver was uninstalled/re-installed.

PC was shut down and restarted.

sfc/scannow command ran 100% and found no integrity violtions.

Need help.

Hi Dan,

For initial troubleshooting kindly check if the following services are configured in order to use ICS:

Press Windows key + R, type services.msc and press enter.

Make sure the items below are in running status:

Application Layer Gateway Service
Network Connections
Network Location Awareness (NLA)
Plug And Play
Remote Access Auto Connection Manager
Remote Access Connection Manager

Volume Shadow Copy
Background Intelligence Service

Too late. It was a client's PC and he needed it running that day. I re-installed Windows 10 from scratch with the "keep your files" option. His Wifi started working immediately after, although he had to re-install all non-Windows software he had installed on the machine.

I hope you can help someone else actually figure this out without reinstalling Windows, because I saw a couple of other posts in these forums with the same issue. My customer couldn't wait.
