Windows cannot file <file> How do i fix this?

so, i have windows 11, ive had it for awhile now, the last time i reset my PC was due to my younger brother downloading abunch of " free games " which resulted in abunch of viruses on my PC.

now ive reset ive noticed abunch of weird things happening, things like not being able to open images, exe files, or barely any files atall, even some apps i had installed originally have been randomly dissapearing asif the computer is uninstalling them on its own, my desktop wallpaper keeps flashing and pixelating, and abunch of my icons do the same, ive rand DISM and sfc scans but nothing really helped, any ideas?

Please perform below steps and check if the issue still persists

1: Run a full system scan using microsoft defender or trusted antivirus software.

2: Go to Settings > Windows Update > Click Check for updates and install all available updates.

3: You can perform a clean boot using the steps below.

> Press Windows + R, type msconfig, and press Enter.
> Go to the Services tab, check Hide all Microsoft services, and click Disable all.
> Go to the Startup tab and click Open Task Manager.
> Disable all startup items.
> Restart your computer and try running the script again.
