Windows become and stay transparent

Problem:

I have it so when dragging a window they become transparent. But sometimes the window will get stuck in  transparent mode. 

I've noticed a couple things. First this occurs when I hold the dragged window and have changed directions. Second, the permanent transparency occurs after the mouse icon changes to a pushpin while dragging. Thirdly, the only way I've found to reverse this permanent transparency is to grab the title bar again and "shake" the window back and forth. 

Please note: 

This problem is not affected by changing the "Transparency effects" settings in the Colors setting area to off or on. It's also not affected by changing the Control Panel settings for making windows transparent during dragging.

What I would like is to stop the windows from being set to transparent outside of dragging without my direction.

Follow these steps:

Press the Start key and type the word CMD or Powershell, right click on the command prompt and select Run as administrator, enter the following commands one by one followed by the Enter key:

•- DISM.exe /Online /Cleanup-image /Restorehealth
•- DISM.exe /Online /Cleanup-image /startcomponentcleanup
•- sfc /scannow

I recommend that you repair Windows completely before you must make a backup of your personal files, third-party software will be removed. Here the link to download the Windows ISO.
