Windows Apps not working

I am having an issue with Microsoft Store, it just won't open.

Then there are few more problems, like I can't click on time to see calendar, action center doesn't work and battery icon doesn't open (power plan) and also store calculator isn't working.


I have used Tweaking.com tool to reset and repair Component store and app store, so far it hasn't worked.

SFC scan showed everything is OK.

Windows troubleshooters are completely useless, they show everything is OK and the only problem was that UAC was disabled, except that wasn't the problem.

I have ran it multiple times.


Few errors that I have noticed and seen in event viewer.

Failed to start system service: clipsvc with error: 0x80070424.

AppX Deployment operation failed for package Microsoft.Windows.ShellExperienceHost_10.0.18362.145_neutral_neutral_cw5n1h2txyewy with error 0x80073CF6. The specific error text for this failure is: error 0xC0020036: windows.licensing failed to start ClipSvc. Try again and contact the package publisher if the problem persists.

Deployment Register operation with target volume C: on Package Microsoft.Windows.ShellExperienceHost_10.0.18362.145_neutral_neutral_cw5n1h2txyewy from:  (AppxManifest.xml)  failed with error 0x80073CF6. See http://go.microsoft.com/fwlink/?LinkId=235160 for help diagnosing app deployment issues.

error 0xC0020036: Cannot register the Microsoft.Windows.ShellExperienceHost_cw5n1h2txyewy package due to the following error: <Error message string not found>.

I would assume Microsoft.Windows.ShellExperienceHost_cw5n1h2txyewy problem is the reason why the most basic taskbar icons doesn't work.

2) Set-ExecutionPolicy Unrestricted
3) Get-AppXPackage -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}

Restart your system

Tweaking tools will cause problems more often than not. I would not use one. If you can go back before you used this tool in System Restore I would do that now:

1) I'll give you everything possible to repair the store:

Try running the Windows Store apps Troubleshooter at Settings > Update & Security > Troubleshoot.

Try resetting the Store cache: http://www.thewindowsclub.com/reset-windows-sto...

If that fails go to Settings>Apps and highlight Microsoft Store, choose Advanced Settings, then Reset. After it resets, restart PC.

If that fails then reinstall Store. Type CMD in Start Search, right click Command Prompt result to Run as Administrator, copy the following code and paste it into the box using the Edit tools from Box's top left dropdown menu, press Enter:

PowerShell -ExecutionPolicy Unrestricted -Command "& {$manifest = (Get-AppxPackage *WindowsStore*).InstallLocation + '\AppxManifest.xml' ; Add-AppxPackage -DisableDevelopmentMode -Register $manifest}"

2) Re-register the Start Menu from https://www.kapilarya.com/re-register-start-men... to also repair task bar and Action Center.

3) If those fail then go over this checklist to make sure the install is set up correctly, optimized for best performance, and any needed repairs get done: http://answers.microsoft.com/en-us/windows/wiki...

Start with Step 4 to turn off Startup freeloaders which can conflict and cause issues, then Step 7 to check for infection the most thorough way, then step 10 to check for damaged System Files, and also Step 16 to test a new Local Admin account. Then continue with the other steps to go over your install most thoroughly.

4) If nothing else works then do a Repair Install, by installing Media Creation Tool and then choosing to Upgrade Now. This reinstalls Windows while keeping files, programs and most settings in place, and is also the most stable method to advance to the latest version. http://windows.microsoft.com/en-us/windows-10/m...

After running

every app showed




Add-AppxPackage : Deployment failed with HRESULT: 0x80073CF6, Package could not be registered.


error 0xC0020036: windows.licensing failed to start ClipSvc. Try again and contact the package publisher if the


problem persists.

So I discovered that somehow ClipSvc is required for these apps to work and it turns out I had somehow deleted ClipSVC service, I restored it using a .reg file found here http://www.tenforums.com/tutorials/57567-services-restore-default-services-windows-10-a.html

Now everything works, except I can't update windows store.

I recommend you to completely repair Windows, before you have to make a copy of your personal files
