Windows 8 manual IP address issue... May be after windows update..

APIPA / automatic private ip address are automatically turned on and manual ip address is overwritten. (only for the ip field..) But internet is not working and local area network is not reachable due to automatic ip configuration ..

This thing is happened when manual ip is set properly and working without any issue for a long time..

Has any encounter same issue?? I think this thing is after recent windows update.. I have seen this under three windows 8 pcs today. (Windows 8 enterprise version 6.2 (build 9200))

What happened was.. 
I have configured manual ip address in the windows ...( No dhcp needed)

something like this... 





First I thought this is due to TCP/IP stack issue in a single pc...and it is only for one pc.. But now since it is  more than three, I guess this is related to some update or some thing. 

 restarting .. winsock reset  Nothing worked .. Temporary solution was to bind additional ip address or trun dhcp on.. But this is not the expected thing.. 

Any Ideas suggestions ?? greatly appreciated..
