Windows 11 white screen after login

This screen appears after login and stays for maybe 2-3 minutes then the desktop appears.

The icons in the lower right corner work.

If I do an in-place reinstall this screen does not appear until a few reboots later, then it reappears.

Can't find a fix anywhere, any help appreciated.

Laptop or Desktop?

In win update settings > Advanced Options > receive updates for other.......... Is off?

Impossible to read/see what 3 icons/shortcuts are shown

The icons are for audio, on screen keyboard and accessibility options you can toggle on/off.

Interestingly I installed an update last night 26 June and since this has not been happening. But curious to know where the above screen comes from I have never seen it before?
