When I start windows and login in black screen and cursor appears, thus i have to restart windows with Alt+Ctrl+Del, then after restart i cannot open settings , it just doesnt open.

-Click Start, type Task Manager and open it
-Click Processes Tab
-Look for Windows Explorer
-Right click and hit Restart.
-Click Start, type Powershell and run as administrator
-Copy and paste the command below and hit Enter.
Get-AppxPackage *windows.immersivecontrolpanel* | Reset-AppxPackage
Restart your computer and check the Settings.
If issue persists, visit this link as reference and perform a scan.

Hello ,
I have windows 11 on my laptop as I got update through settings.
On the point, I did all the steps and after the restart there was a black screen with cursor so nothing much happened but I performed the scan and it didn't show any violations. Issues are still the same, I don't know whether the windows is having any new updates because I cannot open settings, I also tried opening settings through Windows+r command but it says timeout period expired.
Also all apps are working perfectly fine except windows main apps like setttings, calculator and more.
Also Microsoft store is not updating any apps it says "Aquiring License"
I hope you would help me out asap.

Hello, I reinstalled windows and I helped but its again on the black screen and I am unable to get out of black screen to reinstall windows what should I possibly do?

OH MY GOD CARLO THANK YOU SO MUCH YOURE AN ACTUAL LEGEND HOLY ****. MY SETTINGS WOULDNT OPEN AND ITS BEEN GOING ON FOR WEEKS DRVING ME INSANE. I CONTACTED SUPPORT AND THEY TOLD ME THAT THE ONLY WAY WAS TO COMPLETELY WIPE EVERYTHING ON MY COMPUTER. I TRIED TO FIND ANYTHING ELSE BUT NOTHING WOKRED. I TRIED WHAT YOU JUST SAID AND IT WOKS PERFECTLY THANK YOU THANK YOU THANK YOU
