Windows 11 not RESTARTING and Startup Apps not STARTING

Hi,

(1) Windows 11 has stopped restarting from the Start menu when, for example, final installation of updates requires a restart. The screen shows shutdown then the start window (manufacturer's logo) but it sticks there and I have to power off and on again.

NONE of my selected startup Apps are starting. They used to but now zilch! I have used Windows+R -> shell:startup and moved shortcuts into the Folder from the Desktop - without any improvement.

They don't appear to have started following an update but I'm not aware of what might go on in the background.

Have you any suggestions or remedies for these issues please?

(2) I've also noticed that the Windows Security Icon shows a warning and, after each restart, the Memory Integrity switches off. (See image)

I'm not overly bothered by the Apps not starting but I've had to do FOUR reinstallations on this PC since I bought it new 5 months ago. I'm wondering if I should return it under Warranty?

Many thanks.

Hi, SeanDougall1956

Welcome to the Microsoft Community.

Thank you for reaching out with your concerns regarding Windows 11 and your startup applications.

Regarding the issue with Windows 11 not restarting properly and your startup applications not launching, it sounds like there may be some underlying system or configuration issues causing these problems. Let's address each of your concerns individually:

  1. Windows 11 not restarting: The behavior you're experiencing, where Windows gets stuck at the manufacturer's logo during restart, could be caused by various factors such as corrupted system files, incompatible drivers, or pending updates. To troubleshoot this issue, I recommend trying the following steps:

    • Run the Windows Update Troubleshooter to automatically detect and fix any update-related issues.

    • Check for any pending updates for your device drivers, especially graphics and chipset drivers, and make sure they are up-to-date.

    • Perform a system file check to scan for and repair any corrupted system files. Open Command Prompt as an administrator and run the command sfc /scannow.

    • If the issue persists, you may consider performing a system restore to revert your system to a previous stable state before the problem occurred.

  2. Startup applications not launching: It seems like your selected startup applications are not starting despite being added to the startup folder. This could be due to a variety of reasons, such as the applications being disabled or encountering errors during startup. Here's what you can try:

    • Check the Task Manager's Startup tab to see if the startup applications are listed and enabled. You can access Task Manager by right-clicking on the taskbar and selecting Task Manager.

    • Ensure that the shortcuts you've added to the startup folder are valid and pointing to the correct executable files of the applications.

    • Try manually launching the applications to see if they work outside of the startup sequence. If they don't, there may be underlying issues with the applications themselves that need to be addressed.

Regarding your concern about the Windows Security icon displaying a warning and the memory integrity shutting down after every reboot, it's highly likely that Windows Security is conflicting with your other security software bootstraps (as I have noticed that your system tray location shows your Norton as running), and you may want to try temporarily stopping the other security software bootstraps to see if the problem still occurs.

If you've had to reinstall Windows multiple times within a short period, it may be worth considering contacting the manufacturer or retailer for warranty support or further assistance with your device.

I hope these suggestions help resolve your issues. If you have any further questions or need additional assistance, please feel free to ask.

Best Regards

Hi Martin,

Thank you for your help and detailed instructions, number 1, which I have followed through to the end, only showed up an issue with Windows Update Troubleshooter. This was fixed.

I disabled Norton and, on restarting, Windows failed. I have had to resort to a Reset from the device.

As I write, my Laptop is resetting. I will contact HP Support for a final go at a permanent repair. If that doesn't work, I'll ask for my money back and revert to Dell.

I'm a casual personal user, I gave HP a go after recommendation, I have used Dell as far back as I can remember without a single problem.

Thanks again for your support, unless you can suggest another resolution from the Microsoft side, I will sign off and, if I get it solved, I will inform you about the fix.

Best regards,

Sean.
