Windows 11 ms-settings:display This file does not have an app associated

I have been having this issue since an update about a month ago. I cannot open my display settings in windows 11, or a lot of settings freezes while trying to load.

Most times when i try and open display settings, it freezes my settings app, or it will will display this error:

r ms-settings:display This file does not have an app associated with it for performing this action. Please install an app or, if one already installed, create an association in the Default Apps Settings page.

I have tried
SFC /scannow 
Dism /Online /Cleanup-Image /CheckHealth
Dism /Online /Cleanup-Image /ScanHealth

Creating a Bootable USB and installing windows without losing data.

All troubleshooting has led to no results.

I have also tried to create a second windows account to be able to edit the display settings but it has the same affect

**Reset Settings app via PowerShell
Open PowerShell as Administrator
Copy and paste the command below then press Enter.

Get-AppxPackage *windows.immersivecontrolpanel* | Reset-AppxPackage

Restart your computer

**Re-register Settings app and built-in apps via Powershell
Open PowerShell as Administrator
Copy and paste the commands below one at a time then press Enter. Please ignore the red errors and let the process complete.

Get-AppXPackage -AllUsers -Name windows.immersivecontrolpanel | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register “$($_.InstallLocation)\AppXManifest.xml” -Verbose}

Get-AppXPackage | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}

Restart your Computer

If most methods fail, you may need to consider performing a Reset of Windows 11 with Keep my files option.

This worked but I lost everything on my C:/ drive in the process even though i selected keep my files

I had the same issue all of a sudden.

why can't microsoft come up with a new update to fix this stupid error?! to have users reset and reinstall windows 11 risk losing all my data!

Can microsoft team fix it asap?

The only thing that worked for me was reinstalling windows -

Download Windows 11 (microsoft.com)
