You tried to turn on FIPS using the Group Policy Editor, but it didn't work. First, I want to point out that there is no Group Policy Editor in Windows 11 Home, so you can't use it. You can turn on FIPS in other ways, such as the Control Panel:
1. Press "win + R", type "control", and press "enter" to open the Control Panel.
2. Click "View network status and tasks" under Network and Internet.
3. Click "Change adapter settings".
4. Right-click the network for which you want to enable FIPS, and then select "Status".
5. Click the "Network Properties" button in the network status window.
6. Click the "Security" tab in the network properties window.
7. Click the "Advanced settings" button.
8. Enable the "Enable Federal Information Processing Standards (FIPS) compliance for this network" option under 802.11 settings.
Now you have turned on FIPS.
