I've been experiencing issues with slowdown and severe freezing recently. I opened task manager and noticed that my CPU usage was 100%. Different programs have had vastly excessive CPU usage at different points like GOG Galaxy, Antimalware Service Executable, Nvidia Container, Mail and others have all had a massive spike in CPU usage before dropping off whilst another rises to take its place. I tried a clean boot, nothing changed aside from limiting the apps that could max out my CPU usage. It appears to be following the maximum value of the power plan constantly, even when the minimum usage is set to 0%. I'm not sure what to do but want to avoid having to reinstall Windows if possible.
Windows 11 - Constant 100% CPU usage, even during clean boot
