Based on your description, it seems that you are currently using a Seagate SRD0NF1 (Extended Portable Drive), and then transferring photos from the phone to the external drive is getting the BSOD, am I right?
According to my initial inquiry, code: DRIVER_POWER_STATE_FAILURE may be caused by insufficient USB power supply, before starting, you need to make sure that your drivers (network, monitor, mouse, keyboard, etc.) are compatible with the current version of Windows
If it is convenient for you, you could also first copy the photos from your phone to your local computer's disk, and then transfer them to your Seagate hard drive. Check to see if the problem exists and avoid having two USB devices inserted on to your computer at the same time.
Additionally, try holding Windows+R > type this command " sysdm.cpl
" to go directly to "System Properties " > then go to the Advanced tab > click on Settings > see where your .dmp file is > then Windows+R again to open the Run box > Copy that path, uploading this .dmp file to OneDrive and post it here as a shareable link, I'll check it out for you. as the picture shows:
