I've looked through this problem on a few forums, in fact, I've looked through this problem on this website as well: https://answers.microsoft.com/en-us/windows/forum/all/windows-forgets-visual-effects-settings-on-log-out/01f4fd1a-e584-4f8c-8535-fbc81174d9c2
And I've yet to find a solution for me. Here's my story --Around 2-3 years ago, I got myself some random Lenovo Ideapad laptop that ran Windows 10 Home. It didn't have any performance issues, no driver issues, no connection issues, nothing of the sort, it just had one problem that appeared after around 1 year of use. When going to the Advanced System Properties window and changing the visual effects in the Performance Options, the effects would not save after the computer was turned off or restarted, or at least I thought, but the effects actually reset even earlier than that, as after a bit of computer usage after having applied my desired Visual Effects, they reset back. I discovered this through sheer coincidence by just playing some games and then going back on my desktop to see I didn't have any animations for my windows. Then, while checking for Windows 10 updates, I found the "Upgrade to Windows 11" option, and hoping my problem would be resolved, I upgraded to Windows 11. Briefly said, the problem stayed. Oh, and note, it was on an administrator account, AND the problem stayed on both versions of Windows.
But that's alright, I was getting a new laptop anyway! It wasn't alright. I got an Asus TUF F15 on the 12th of December this year, set it up with a clean install of Windows 11, and not only after 2 days of usage, this problem popped its head out. Again. On a new system. "Something was wrong locally," I thought, "Maybe my drivers weren't okay, or maybe my monitor I hooked with an HDMI wasn't right," let me tell you, I tried everything. I was on an Administrator User Account, so it couldn't have been the fix listed in the link. I tried updating my drivers, no, I tried disabling some of the Windows Services to see if anything would change, no, I tried launching in Safe Mode, troubleshooting, tweaking the Registry Editor, using the command prompt with and without Administrator permission, I tried accessing the Advanced System Properties through the Run window, changing the Themes settings from the normal Settings window, changing the Startup settings, hell, I even considered resetting my PC, but I couldn't bother myself with the backup since I had family using the same computer, which was used to its configuration (oh, and, by the way, no, we do not have separate accounts, only one, which is my Microsoft Account). Nothing worked.
To be fair, it is a small problem, but it's agitating, it makes me feel like something's wrong with my system and hardware... I have yet to see a forum discussing this problem on an administrator account except this one: https://www.sevenforums.com/performance-maintenance/96999-performance-settings-not-being-saved.html
But it's a decade old! For Windows 7! And most of the links some guy sent there don't even lead me to anything, except one that proposes a log-on script, which I am not so eager to try.
I do want to add though, when I check the Advanced System Properties Tab, the one that shows settings like "Show translucent selection rectangle" and the one I'm having problems with, it shows all the boxes I wanted ticked to be ticked, but yet their actual visual effects are not the same. For example, if I chose "Show translucent selection rectangle," after a bit of time or just a restart, it will show a bland, completely empty selection rectangle, but yet the settings will say it's translucent.
To revise:
My Visual Details do not save even after I am on an administrator account. The problem has persisted in two machines, with no driver problems, and both Windows 10 and Windows 11. The problem appears after some time of using the computer. (I cannot stress this enough, I'm actually repeating what I said, but) The problem appears even if I am using an administrator account. The actual boxes on the settings remain the same, but the visual effects they're supposed to show do not appear. I have yet to try a reset or a log-in script (or whatever they were called).
There is no malware or viruses on my computer. Trust me, I've checked. I'm desperate. I'm sorry if my tone may sound a little informal or unprofessional, but it's honestly such a small problem that's driving me crazy, not because of how it looks, but because maybe, just maybe, something's wrong with my hardware. Any, and I mean any suggestions for fixes will be greatly appreciated.
