Dear Steven_H77
Thank you for posting in the Microsoft community.
As you said, this is a taskbar icon call issue.
Here are some general fixes for this issue.
1. Software level.
The previous icon invocation logic may no longer work after the update.
You can go to Control Panel > Uninstall a program, Repair SQL MS/NOTEPAD++/SolidWorks Network License Manager
program will automatically repair and override the unavailable icon reconfiguration.
In order to easily locate the problem, you can fix the NOTEPAD++ test only.
2. Problems with the system call logic.
You can refer to the following scenario to fix Windows 11.
( It is recommended that you make a separate copy of the important C disk data, just in case.)
So to give you the steps to repair and install WINDOWS, first of all, it is recommended that you backup your important data on your C drive to an external device
Download Windows 11
Select Download tool now - perform Media creation tool - select Yes - select Accept - select Create installation media for another computer - select DVD ISO file - Save as local.
Execute the local WINDOWS.ISO file-right click-mount-select execute setup.exe-select don't use it for now-select keep personal files and settings-select Next-wait for the WINDOWS Repair installation to complete-reboot the WINDOWS computer.
Best Wish
