Hi I have already tried all the trouble shooters and fixit solutions and BITS refuses to start

I have the same problem: Can't get Windows Updates to download and BITS will not start! Nothing works!

Hi Sandy,
Suggest you run the built-in Windows Update troubleshooter and check if it helps. As this troubleshooter will restart and fixes the issues with the all services that are related to Windows Update.
* Press Windows Key then type ‘troubleshoot’ and select the same from the list
* Select “View all” on the left panel and run “Windows Update” troubleshooter from the list
* Click Advanced, ensure to check Apply repairs automatically and also select Run as administrator
* Click Next and finish the troubleshooting.
Once done, check and let us know if the problem still persist.
