  • Select Download tool, and select Run. You need to be an administrator to run this tool.
  • On the License terms page, if you accept the license terms, select Accept.
  • On the What do you want to do? page, select Upgrade this PC now, and then select Next.
  • The tool will start downloading and then installing Windows 10.
  • The tool will walk you through how to set up Windows 10 on your PC. 
  • When Windows 10 is ready to install, you’ll see a recap of what you’ve chosen, and what will be kept through the upgrade. Select Change what to keep to set whether you would like to Keep personal files and apps, or Keep personal files only, or choose to keep Nothing during the upgrade.
  • Save and close any open apps and files you may be running, and when you’re ready, select Install.
  • It might take some time to install Windows 10, and your PC will restart a few times. Make sure you don’t turn off your PC.

Thank you for responding to my dilemma. This Reply is necessarily long and complex. So be ready...
Microsoft is being ABUSIVE WITHOUT PROVIDING A FIX:
I know I'm stuck with getting these Automatic Windows 10 Version 1903 downloads and forced to
Install them (3 wasted hours) until I find the cure. It appears I'm going to get them daily as I just
got another one and I got one yesterday at this time.
I have set the Install time for a week from now
but from what I have read, Microsoft may ignore that.


System Information:
Processor: AMD A4-5300 APU with Radeon(tm) HD Graphics 3.40 GHz
Installed Memory (RAM): 4 GB (3.45 GB useable)
System Type: 64-bit Operating System, x64-based processor
No Pen or Touch Input is available for this Display
C:\ Drive: 1 TB C:\ drive with 617 GB free

I am running Windows 10 Home Version 1803 (OS Build 17134.1069)
The only anti-virus software I have is Windows Defender.
I checked Device Manager for errors - I traversed each category. No yellow exclamation marks anywhere.
I followed all Microsoft suggestions for curing 0xC1900101 Errors in:

as outlined after the first run of the Media Creation Tool. Below is a sequence of the steps I've taken:

I downloaded and ran the Media Creation Tool as you suggested. End result exactly the same as the other 10 to 15 times
I've tried to install version 1903
- with or without the Media Creation Tool. I have been trying to install Version 1903
since August 30, 2019. By the way, I have had Windows 10 for a couple of years and all Automatic Updates (except 1903)
have installed successfully. I've always had Automatic Updates and send Windows information options set "ON" with the
exception of the invasive behavior spy Cortana.

The same thing has happened with all Installation attempts:

After about 2 hours (blue screen) - Install always fails at 60% with this white popup Window message:
                   Windows could not configure one or more components
     To Install Windows, restart the computer and then restart the installation.

After Windows re-installs and restarts with the 1803 version I get this message in a popup window:

   We couldn't install Windows 10
We've set your PC back to the way it was right before you started installing Windows 10

0x/C1900101-0x30018
The installation failed in the FIRST_BOOT phase with error during SYSREP_SPECALIZE operation

Troubleshooting tips

I clicked on Troubleshooting tips in above and have also did Troubleshoot in Windows Update several times - all with same results:

Troubleshooting has completed
Problems found:
   Potential Windows Update Database error detected - Not fixed
   Windows Update components must be repaired       - Fixed

I clicked on: View detailed troubleshooter. The crux of the "Not fixed error" was:
Problem with BITS service: The requested service has already been started.

After the Media Creation Tool install failed the first time, I did the following in one sequence before running it again:
I looked up NET HELPMSG 2182 and found information on steps to take and ran the Command Prompts suggested in:

I opened Command Prompt (as Administrator) and ran the commands.
I copied and saved the contents of the Command console and closed it.
I have added a listing of Command Console Commands to the bottom of this Replay.
One of the commands was to fix the "Windows Update Database Error" - it fix the error at that time.
At lease, after I closed the Command Counsel and I ran "Troubleshoot". It show it "Fixed"
(After running the Media Creation Tool (done further down) it was not fixed)

I remembered Windows did a quick drive Scan once (about a minute) after one of the many previous Installation attempts.
I right clicked on C:\ > Properties > Tools > [Check] - no errors found
I opened Command Prompt (as Administrator) and entered: chkdsk/f C: - it said it could not run and gave me the option
of running it after a Restart - I clicked [OK] and kept the Command Console open to do the [Restart] after I did the following:

I read where I should try doing the installation after a clean boot.
I opened "System Configuration > Services Tab"
Checked [x] Hide all Microsoft services
Clicked [Disable all]
Clicked [OK] to close the Window

I opened "Task Manager > Startup Tab"
I Disabled all Startup items and closed the Window.
I closed all other open processes
I shutdown and unplugged two external hard drives, speakers and all other unnecessary items. Leaving only
Ethernet to modem, wired keyboard, wireless keyboard, wired mouse, wireless mouse and main monitor
plugged in.
I did the Clean Boot from the still open Command Console - [Restart]

After the clean boot Restart: I ran the Media Creation Tool a second time and got the same failure at 60%.

As a result of all this and after resetting and doing a Normal Startup,
I had Applications that would not run.
I went to System Restore and Restored the computer to last week's Windows Image Backup point.
Everything has worked as it's suppose to since. Even after doing the required failed, forced Install of 1903.

On the next day, after an overnight shutdown,
I decided to re-install Windows 10 in an attempt to get Version 1903
even though I knew the work and potential cost that may be involved.

I went to:  Windows Update > View update history > Recovery options > Reset this PC
and clicked on [Get started]
and got: "Could not find the recovery environment..." So much for that idea - fortunately.
Never want to Re-Install Windows unless I absolutely have to.
I closed it.

Later that morning, Windows informed me the 1903 Update was downloaded (I didn't do anything to download this)
In fact, I had disabled automatic Updates because I was pondering re-installing Windows. Later found out
Windows ignores this.

I knew I had no choice but to let Windows do the installation so I did the [Restart]
I got the same failure at 60% and all the rest - just as I always have.

Thank you for your reply. I downloaded and ran the Media Creation Tool as you suggested. It failed to get through the installation just as all the other attempts I have done.

Having the same Issue been trying to get this update done for at least a month now and EVERYTHING the OP listed is my result also . I have spent days down because I have stripped the unit down to the bare build to try and get the install to pass and same result at 60% it fails and the pop up box he stated shows then the rollback . The only option I can see which most people will finally take is to just do a barebone clean install to a new drive or wipe the existing drive which is an unacceptable fix . This is just bad business in EVERY way.

Thank you all for this information. Unfortunately, after 5-6 attempts since August the install always fails at 60% with this white popup Window message: "Windows could not configure one or more component. To Install Windows, restart the computer and then restart the installation."


I've tried various fixes without any love to successfully upgrade. I'm running out of solutions here?
