I recommend you log in to Windows 10 again with a user who has administrator permissions and go back to System Settings. Within the Services tab, select the Hide all Microsoft services check box and continue to select the first half of services from the list, click Accept and continue Restart.

If after the restart the problem persists, we must repeat the steps with the second half of the services listed. If the problem does not reproduce again, then we must limit the services and repeat these steps until we find the service that generates the conflict.

Once detected, we will deactivate the checkbox for the element that causes us the problem so that it is deactivated and does not start automatically with the start of the system and then we can contact the manufacturer of the program to determine if it can solve the problem

In this way, once we restart the computer in normal mode, we will be able to detect the original problem, it will no longer reproduce and we can install, uninstall, update or run the program with the service or program deactivated, it would conflict.
