Windows 10 text not displaying and apps not working

I have a desktop running the layest version of Windows 10 and it has updated today. Recently I have had an issue with a decent amount of text disappearing and most of my apps not working (including things like task manager, file explorer, etc). Also, the date/time goes away in the bottom corner. The only thing that works is the main settings panel. I have run a windows defender scan and have found no threats. The only thing that seems to work that I’ve tried is rolling back to the previous version of windows. That fixes the issue before windows update decides to update me to the new version on its own. Initially after the update, everything works fine. But a few hours/days into the new version, this issue happens again. Today, it happened after I installed a new font. Attached are a couple of pictures of my computer (since I can’t even take a screenshot with the snipping tool). 
I recommend you block the Windows 10 1709 upgrade and stick with Windows 10 1703. Learn how:

There are some compatibility issues with Windows 10 version 1709 and certain hardware or software. There is no explanation why a lot of these problems are happening in Windows 10 1709, but the release is significantly flawed. Software and Hardware that once worked in previous versions, just suddenly stops working in Windows 10 1709 after an upgrade and sometimes loses functionality or stability.

If you still want to try and fix the problem...

Boot to the Windows 10 desktop
Press Windows key + X
Click Device Manager
Expand Display adapters
Right click the current display adapter
Click Properties
Click Driver tab
Click Rollback driver if the option is available

If not
Right click the current display adapter
Click Uninstall
Check the box that says, "Delete the driver software for this device.”
Exit Device Manager
Restart

Go to Start -> Settings -> Update & security, then Check for updates and install any available updates.
