I appreciate you providing the details of the issue.
I suggest you start your pc in Safe mode and perform Clean boot and check if it resolves the issue.
Disclaimer: Please go through the section: How to reset the computer to start as usual after troubleshooting with clean boot of the Kb article to boot the computer in normal startup after fixing the issue.
Also, I suggest you to refer to the following article created by Andre Da Costa on How to Upgrade to Windows 10 Anniversary Update version 1607 using ISO File.

How am I supposed to boot into safe mode when my dell venue 8 pro doesn't boot into windows? As I said, I'm stuck in the windows boot manager screen because of a winload.efi file digital signature error..
I actually already created a usb installation media for my device, but the upgrade option doesn't work because it says to disconnect the drive and boot into windows. I cannot boot into windows. The clean install option is available to, but I
'm concerned I will have trouble activating it if I reformat my drive and delete my old windows installation that was already upgraded from windows 8 to windows 10.
Can you tell me how to fix the upgraded current installation that won't boot, or how to do a clean install on my touch only device considering what I'm facing?

I assume there is no answer to my previous question so I'll ask another.
I looked high and low for a way to recover from the last update to windows 10 which has me now stuck at the boot manager with a digital signature error. The only thing I can see to do is fresh install.
So now ifi do this how do I activate or restore my activation from my previous installation?
