Windows 10 start menu icons missing

How can I get the icons back? I get them back by restarting my PC but then it happens again. I've done a clean install and it keeps happening. It's worse when the background is white because then I can't even see the writing. I tried sfc /scannow but that doesn't help.

I would like to know the make and model of your computer?
 
I suggest you to install any pending updates on the pc to check if that helps. Updates are additions to software that can help prevent or fix problems, improve how your computer works, or enhance your computing experience.

Update the display drivers and check if it helps. To do so, follow the steps below:

1.  Press “Windows + X” and select Device manger.

2.  Select Display Adapter and expand the driver icon. 

3.   Right click on the driver icon and click on Update.

4.   Follow the onscreen instructions to update the driver.

If issue persist, go ahead and create a new user account and check if that helps resolve the issue.

There isn't a make or model as I built it myself.

I tried what you suggested before writing the question and it didn't do anything. I have 3 Microsoft Accounts and I tried all three of them but the issue still happens. It keeps happening ever since Windows 10 was released, I've had enough of it now and I'm thinking of reverting back to Windows 8.1. It also happens with Action Centre.

I'm using Nvidia Graphic Cards and I'm using the latest driver 359.06 which was released on 1st December 2015. All drivers are up to date.
