Windows 10 Settings crash upon start up

I can't seem to open my settings app on my Windows 10. When I click "Settings" it only gets stuck on the loading screen (see pic below), stays there for a few minutes, then crashes. I've tried making another user then opening Settings there, doesn't work. I've tried WSUS Offline Updater, doesn't work (side note: the wsusoffline folder is just sitting on my desktop at the moment, can I delete it?). I tried the Windows Powershell option, doesn't work. I tried the sfc scannow command, and it said that there were some problems that couldn't be resolved. What can I do?

What is the Build and version number reported in the Window?

Hello Sumit,

I tried following the steps to a clean boot but everything just started up as it would normally. I tried doing it again just to make sure but still, the same thing happened. Even so, my Settings app still won't open.

Try updating to version 20H2 using the Media Creation tool and if it fails let us know. Please download the Media Creation Tool and select "Upgrade this PC now".

Hi,

Apologies for the late response.

I've followed the steps you've given me. I downloaded the tool, selected Upgrade this PC now, it went on to download and install Windows 10 (which took quite a while), it turned off and I turned it back on (it also took a while to turn on, the screen displayed "undoing changes made to your computer"). When I booted it back up, everything was the same and I still can't open the Settings app.

I see. Did you see an error code on the screen when PC rebooted?

It was taking a long time to start up, so I left it alone for a bit. When I came back to it, there wasn't an error.

Let us check the Installation log to find why the update failed. Please share the following logs:

The Panther logs. Files named Setupact.log and Setuperr.log from the following path C:\$Windows.~BT\Sources\Panther

The Rollback logs: These usually are created if Windows Update rolls back. Files named Setupact.log and Setuperr.log from the following path C:\$Windows.~BT\Sources\Rollback

[Only if the error code is 0xC1900101-0x30018] The Device Install Log from C:/$Windows.~bt\Sources\Rollback\setupapi\setupapi.dev.log

Thank you. Apparently, it looks like a Registry entry is causing this to fail.

Often users with the same issue had it resolved by updating BIOS and drivers. Please do so and let us know when done for the next steps.
