Windows Store 10 Store fails to download & install any apps.

I experienced this same problem 6 or 8 months earlier where I wasn't able to download or install any apps.   Problem got so bad that Windows store would open, then close immediately.

After the Windows 10 Anniversary Update ( version 1607 ), windows store started working again and I was able to download and install apps as well as remove apps.

Now Windows Store appears to be broke again and I cannot download / install any apps.

I get the following error:

The error code is 0x803D0008, in case you need it.

I've already tried wsreset and that didn't fix it.

I added another family adult account to see if I would be able to download apps under that account; however, I can't login to that account, get following error when trying to login ( after enter password ):

User Profile Service service failed the sign-in.

User profile cannot be loaded.

I've already found the solution to fixing the User Profile issue for the added user, and will try it later...

Basically you:

1. rename C:\Users\Default to C:\Users\Default-Orig

2. copy  C:\Users\Default from another Windows 10 installation or DVD

3. paste to C:\Users\Default

4. should have both C:\Users\Default & C:\Users\Default-Orig under C:\Users\

5. logout of windows

6. reboot system

7. log in to newly created windows account

8. should not get following errors:

User Profile Service service failed the sign-in.

User profile cannot be loaded.

I opened this issue to solve the Windows Store not downloading apps

and the error 0x803D0008

I did a google search and didn't find anything for this error.
