Really sorry to hear this. Windows 10 is sadly not as stable as Windows 7 was.
Besides the reset, you can reinstall the Photos app from Option two here: http://www.tenforums.com/tutorials/3175-apps-re...
If that fails Another thing you can do do if you haven't yet is manually install Fall Creator Version 1709 by installing Media Creation Tool and choosing to Upgrade Now. http://windows.microsoft.com/en-us/windows-10/m....
This the most stable method to upgrade to the new version (which you need anyway) and will bring you fully up to date with reinstalled Windows that often will solve any other problems you have. If you've already installed it from Windows Update then this method also serves as the Repair Install and may fix things.
You can use the same tool to download the ISO or create bootable media so you only need to do it once, and have the bootable media for repairs or possible Clean Install.

But remember that a factory or Upgrade install are inferior installs that most enthusiasts would never run in the first place because they'd expect endless issues. Try running the Windows Store Apps troubleshooter.
Follow the below steps:
1. Type troubleshooting in the search bar.
2. Select Troubleshooting.
3. Select View all on the top left corner.
4. Click on Windows Store Apps.
5. Follow the on-screen instructions to run the troubleshooter.
Option 2:
I would recommend you to uninstall the Photo app using Windows PowerShell command and reinstall using Windows Store. Follow the below steps.
1. Open the Start menu, type Windows PowerShell in the search bar.
2. Right click on the Windows PowerShell and select Run as administrator.
3. Copy the below command and right click in Powershell to paste this and hit enter to uninstall the Photo app.
get-appxpackage *Microsoft.Windows.Photos* | remove-appxpackage
After performing the above steps, install the Photo app from the Windows Store.

Before doing more in-depth troubleshooting, make sure your display is at the system settings. How to reset to system settings?
Settings > System > Display > Scale and Layout: Custom Scaling turned off.
Use Recommended Resolution.
My scale and layout defaults to 225%. When I changed it to 250%, my Photos App crashed whenever I wanted to crop an image.

I have tried all the fixes suggested here and on related pages:
- reset the app
- done a full scan (no errors)
- removed and reinstalled the app from the Windows Store
- reinstalled Windows.
Still no joy. Click on a random jpeg: the Photos app opens and dies. Same if I try to open it from the Start screen.
Event viewer says it is an error in mrt100_app.dll. Before the reinstall it complained instead about twinui.apps. dll, so different message, same effect.
I presume that the fact the error persists after a reinstall means it is really caused by something in one of the Photos config files. But i have tried "Reset" as suggested above, and that doesn't fix it.
Any clues as to what else to try? I don't really want to go through a week's work of a clean re-install of Windows and all the apps (can I even find all the licence keys?) just to fix one dead app. Is there any way I can just replace the dll to see if that helps?

It's been a few months sine you posted this solution but I'm only now having the problem ;)
Quick question on the Reset -- will this delete my existing photos within the app? "The app's data will be deleted" -- this frightens me! ;)

This is a Photo App bug, simply update the Photo app to the latest version from Microsoft Store.
I don't have any problem with this version: 2018.18031.14410.0 (released 17/04/2018)

I have the same issue and have tried every solution (same as Rachel) that I have found without success.
I also reinstalled Windows 10, which did NOT fix the issue.
I intermittently receive this error: File System Error (-2147219195). The number varies slightly usually just the last 2 digits.
I have spent so much time working on this issue. As a photographer I have come to utilize Photos to quickly sift through and do some basic edits on my photos. Other apps just don't work as thoroughly.
Please help! Thank you!
