Windows 10 - How to make a monitor priority

I just want to  swap monitor 1 with 2.  That's all.   It isn't highly complicated.  I've got Windows 10.   I don't want to swap the physical cables (or monitors themselves). 
Go Settings, System, Display.  Where they show the monitors and maybe you can change the numbers.

Swapping the physical positioning of the monitors AND swapping the cables achieved what I wanted. Now everything primary is on the left monitor - as I would like it to be.  Why this couldn't be done through software is a mystery to me.
