Please provide us the following information for better understanding of the issue.
1. When does this error occurs?
2. Are you trying to install Windows Updates?

The error code 0x80071A91 translates to " Transaction support within the specified file system resource manager is not started or was shutdown due to an error."

This issue occurs if the Windows file system transaction log is corrupted. The Windows file system uses the transaction log to recover system transactions when a file error occurs.

If the error occurs while installing Windows Update, I recommend you run the following command. This will in essence reset the File System Resource Manager (FSRM), and should resolve the issue with the failed updates.

Follow below steps recommended by our forum member Bsod:

1. Right click Start and select Command Prompt (Admin),
2. In the Command Prompt window, type the following command, and press Enter:
fsutil resource setautoreset true C:\

Note: These steps assume that Windows is installed in the default location, on drive C. If this is not the case, adjust the drive letter of the folder path to match your configuration.
3. Restart your computer, and then attempt to install the failed updates.

If issue still persists, run Windows Update Troubleshooter to fix issues that prevent Windows updating. Follow below steps:

1. Right click on Start button, select Control Panel.
2. Change the view by option on the top right to Large icons.
3. Click on Troubleshooting and click on the view all option on the left panel.
4. Run the Windows Update troubleshooter.

Hi,

I am facing also the same problem while trying to do my basic Windows updates.

E.g.:

KB3093266 - 0x80071a91 error

KB3097617 - 0x80071a91 error

KB3099406 - 0x80071a91 error

KB3074678 - 0x80071a91 error

Windows Defender updates are the only ones that can be updated successfully. I have also tried to disable Defender and run the updates but once Windows is restarted Defender will automatically enable itself. So this hasn't solved the problem.

I have also googled many other solutions and tried them all but no luck so far. 

I have also run the "sfc /scannow" command and it gives me the following results:

"C:\WINDOWS\system32>sfc /scannow

Beginning system scan.  This process will take some time.

Beginning verification phase of system scan.
Verification 100% complete.

Windows Resource Protection could not perform the requested operation."

And the sfcan details state the following:

DISM.exe /Online /Cleanup-image /Restorehealth gives me the following:

Image Version: 10.0.10240.16384

Error: 6801

Määritetyn resurssinhallinnan tapahtumatukea ei ole käynnistetty, tai se on suljettu virheen vuoksi.

The DISM log file can be found at C:\WINDOWS\Logs\DISM\dism.log

C:\WINDOWS\system32>

If you have any ideas how to fix this really annoying problem I would be really grateful.

I try both command prompt and windows update troubleshooter but the issue still persists. Any other Idea?

I did this, but error still exists.. for system updates and also for net framework 3.5 correction.

Hi Vinodh,

I'm stuck too.  Has there been a published solution to the 0x80071A91 problem in Windows 10?  I just finished upgrading from Windows 7 and am experiencing the problem in a number of places.

1A.  The following feature couldn't be installed:

       .Net Framework 3.5...

1B.  If I try to include the feature with "Programs and Features"

1C.  If I try to use Windows Office:  Word, Excel, or Outlook.

I've tried the Bsod solution  and it didn't help.

The Windows Update Troubleshooter didn't find anything.

There was a Microsoft solution having to delete files in C:\windows\system32\..., but I checked and they weren't there.

Please help, I'm at wit's end.

The cmd option gives an error response of; 'The parameter is incorrect'. I've entered it several times (even tried copy & paste) and it gives the same response every time for WIndows 10.

Had no problem entering the cmd(s), but it didn't do anything (try running in admin?).  I wound up formatting my C-drive before the reset failed.  Laptop is a dead piece of junk.  I'm done with the Windows upgrade.  Good luck and thanks for the response.

I had to run troubleshooter twice first time found ~5 problems did not fix one of them.

Second time found 4 problems and solved them all.
