I'm Jin, a fellow Windows 10 user and an independent advisor.
I understand that your Touchscreen Driver was removed on your HP Pavilion All-in-One - 23-q252.
Here are the available driver on the manufacturer's website for your device:

From the looks of it, the touch screen driver is not available for download. Have you tried to coordinate with HP's support team regarding this?
Alternatively, you can try to reinstall the touch screen driver via Device Manager.
1. Press Windows key + R, type devmgmt.msc then hit Enter.
2. Right-click in Human Interface Devices.
3. Select Scan for Hardware changes.
You can also manually add a Legacy device:
1. Press Windows key + R, type devmgmt.msc then hit Enter.
2. Click Action > Add legacy hardware > Next
3. Select Install the hardware that I manually select from a list.
4. Select Show All devices.
5. On the first window, select Microsoft.
6. On the next window, HIP Compliant touch screen
7. Next and proceed with the prompts.
Here's also thread from HP about missing touch screen driver:

If this particular issue appeared after installing an update, please consider rolling back to the state wherein your device still has the drivers installed:
1. In the search box on the taskbar, type control panel, and then choose it from the list of results
2. In the Control Panel search box, type recovery.
3. Select Recovery > Open System Restore.
4. In the Restore system files and setting box, select Next.
You can also download the “Show or Hide Updates” troubleshooter to prevent that update from reinstalling.

Thank you, I’ll try all of the above today and give a update.
I appreciate your response.
As you are correct regarding the touchscreen driver not being available for download.
HP informed me to reach out to the Microsoft Community and HP Community to see if anyone had a physical copy of the software driver CD Rom.
