Windows 10 command line problem: mkdir THE SYSTEM CANNOT FIND THE FILE SPECIFIED

I am trying to create a directory on my desktop from command line I typed mkdir changing-lanes. mkdir command should create a folder named changing-lanes the command but instead writes The system cannot find the file specifies. Creating a file in an existing folder using Atom text editor gives an error message output no such file or directory, open filepath. I have a feeling my windows is not recognizing the mkdir command it might be corrupt?

I'm Stefano an Independent Advisor, here to help you. Yes, It could be corrupted, but you can solve your problem, if It Is corrupted, following this guide.
Please follow this procedure:

1. Type "cmd" in windows search bar
2. Right click on "Command Prompt"
3. Select "Run as Administrator"
4. Type "sfc /scannow" without quote and press ENTER

Then :

1. Type "cmd" in windows search bar
2. Right click on "Command Prompt"
3. Select "Run as Administrator"
4. Type "DISM /Online /Cleanup-Image /CheckHealth" without quote and press ENTER
5. Type "DISM /Online /Cleanup-Image /ScanHealth" without quote and press ENTER
6. Type "DISM /Online /Cleanup-Image /RestoreHealth" without quote and press ENTER

You can also perform a clean boot:

Hey Stefano,

After following your procedure I tried again the "mkdir" command and received a message from Windows Defender "Virus and Threat Protection - Unauthorized changes blocked" "Controlled Folder access blocked" I then resolved the issue after Disabling Controlled Folder Access in Windows Defender Security Center.
