Windows 10 boot fail after update KB4517389

Last two day , my Pc startup normal, after windows update completed and system restart, but the problem the os cannot boot up, just stuck at the efi boot screen , I try press F8 select go to safe mode but still fail, auto repair is fail,after I using other pc download the latest media create tool make the bootable usb with win 10  1903 64bit, when boot up I select repair mode >advance> cmd, I try type bcdedit and the result is normal, show the boot driver at c: and correct windows path at c:\windows , and then i type bootrec /fixboot show the message is success, but fail run bootrec /scanos and bootrec /rebuildbcd , the result cannot find my windows installation at c:\windows, and I try sfc /scannow /offbootdir=c:\ /offwindir=c:\windows , 

but show the error message :Windows Resource Protection found corrupted files but was unable to fix some of them;
and I was try  type Dism /Online /Cleanup-Image /RestoreHealth , the message show : "Error 50, DISM does not support servicing Windows PE with the /Online option". 

So what can I do now, i don't want reinstall the system, thx

A. You should restore / repair / reset your computer using Media Creation Tool. You will have to cut Media creation tool on another computer if you can't do this on your existing computer.

Recovery options in Windows 10 -

Note - You will get the option to keep your files during reset. But it will remove third party apps including Microsoft Office which will need to be reinstalled. Default Windows 10 apps will be automatically installed. But non-defaults Windows 10 apps will need to be reinstalled.

B. If A doesn't work - I would recommend that you should consider a clean install of your existing Windows 10. You can use below guide by Greg Carmack, MVP for this purpose. This is the best method to perform a clean install of Windows 10. (If you want to rescue your files, there is a section Rescue Files when Windows Won't Start)

If you want a very lightweight guide - Start fresh with a clean installation of Windows 10
