Windows 10 and Iphone USB tethering

Hi,

IPhone is able to connect to the Windows 10 laptop.  The Iphone is shown in file explorer.  

However, it is not able to tether, the device manager shows the driver with an exclamation mark.  Try updating the driver, remove and rescan.  Still the same.  What can be the issue here?  Appreciate your assistance.

But the iphone is able to connect to Windows 10 laptop.  The problem is I am not able to use USB tethering because under the network, the apple ethernet driver has an exclamation mark.
