Windows 10 and cpu usage at 100%

Hello to all. I went recently to Windows 10 and noticed a strange behaviour of the task manager, on the Performance tab, cpu usage is always at 100%. But if I look at the Details tab, I notice the CPU usage is almost zero, so from this I conclude that's a bug in the task manager. In fact, even Process Explorer from Sysinternals confirms that CPU load is normal. It may depends on what? And is it possible to correct it in some way? It's a harmless bug, but annoying enough. I attach two pictures showingthe anomaly. The screenshots are in Italian language.

 You may run the System maintenance troubleshooter, install all the patches and available updates from Windows updates.  

 Try the followings steps to run System maintenance troubleshooter:

 

  • Click "Search" and type "Troubleshooting" without quotes and hit enter.

  • Click  “System and security”

  • Select "System maintenance"

  • Click next to run the troubleshooter.


    Now, check if you see any difference in Task Manager.
