Windows 10 64-bit pro reserves 8GB of RAM for hardware out of 16GB installed.

Windows version: 10 Pro 64-bit

Installed RAM: 16GB DDR3 running in 10-10-10-27 1600Mhz

AMD x6 965 BE Processor. Not overclocked.

Gigabyte 970A-DS3P Motherboard.

8GBx2 RAM Corsair vengeance.

BIOS shows RAM as 16GB correctly.

Windows shows 16GB as screenshots show below.

Yet, over half of it is hardware reserved.

I have tried all usual mechanisms: Boot max memory option uncheck/check, Registry for PageFile, updating BIOS, sfc /scannow. 

Nothing works.

I even shifted RAM sticks correctly, installed one at a time, and they work perfectly.

What's weird is my GTX 750Ti shows a approx memory of 6080MB ! 
Anyone can help me map all RAM to Windows ? Screenshots with info are below

Did your graphics card GTX 750Ti come with 6GB of Video RAM?
 
Some of the graphics card share the systems RAM with the graphics RAM, so that you can play games with few more frame rates therefore games play more smoothly.
 
You can please check the specification of your graphics card and confirm.

GTX 750Ti comes with 2GB GDDR5 memory. CPU-Z screenshot is shown below.

However, when i probed DxDiag, i got the info about 6GB. Screenshot from Dxdiag below.

Even assuming an additional 4GB was "smart" allocated to Graphics card, what happened to the rest 4GB?? 

Can Windows 10 do that arbitrarily? I need the RAM for running MATLAB.
