Hello MatthiasMS,

I am Vincent. An Independent Advisor and a Microsoft user like you. I’d be happy to assist you today.

I'm sorry to hear about your problem. Kindly run through the steps below to troubleshoot this issue.

1. Check the installed updates in Settings > Update & Security > Windows Update and click Update History. If this is the one causing the problem you can uninstall it Refer to this link for the guide. https://www.bleepingcomputer.com/news/microsoft...
To prevent the driver from being reinstalled by Windows Update, use the “Show or Hide Updates” troubleshooter to hide the driver. Windows Update won’t install hidden drivers or updates. Refer to this link for the guide (Step3). https://www.howtogeek.com/223864/how-to-uninsta...

2. If you want to roll it back to the previous build, refer to this link. https://www.howtogeek.com/235474/how-to-roll-ba...

3. If the above methods did not work then I suggest doing repair using Media Creation Tool and choosing from it to Upgrade Now. Refer to this link for the guide: https://www.microsoft.com/en-us/software-downlo...
https://techhelpday.com/windows-media-creation-...

4. If the above methods did not fix the issue. I suggest that you should consider a clean install. Refer to this link for the guide.

Fix: I found a fix to the start menu task bar not working. This is a simple fix but may take some time. The fix is to reinstall window 10 on top of your current windows 10. It sound dumb but it work and I used it many times to fix 98% of all windows 10 problems.

1.       Download the windows 10 media creation tool from Microsoft.

2.       Run the media creation tool

3.       Select upgrade

4.       Before it starts the upgrade make sure you select save all apps and data unless you want a clean install.

5.       That’s it, it can takes over an hour so walk away. Once done any windows 10 problems will be gone.

As I said, I have use this many times since the beginning of windows 10 and it works 98% of the time. It’s simple but can take some time.

I believe the problem with the start menu task bar was a corrupt user account. In my case I logged on as another user and the start menu worked. This is why you need to always have more than one user account on windows 10.
