window key + x key not working

My task bar and start menu isn't working, so I've searched through Microsoft website and found someone previously had the same question...

So firstly I pressed the Windows Key + R to open run command. and typed ms-settings: and hit Enter key. I received an error message saying: 

Ms-settings:windowsupdate-history The wait operation timed out.

Then I tried pressing Windows logo key + X, to select Command Prompt(Admin) and nothing happens.

So now I'm stuck with a task bar that's not working and any methods I can see to fix this problem isn't working either!

Can someone please tell me how I go about fixing this? The task bar was working just fine until this morning. There was a major Windows 10 update a few days ago, but I've done nothing different since then. I also haven't added any new apps or progams.
