Click File → Export,, and save the branch to a REG file.
Expand the ProfileList key and delete the following subkey:
S-1-5-21-438326824-3716626828-283698023-1000
Exit Regedit.exe
Re-run the Windows 11 23H2 setup. Hopefully, it should work now.
