Win + Shift + S is not working on Windows 11

When I hit Win + Shift + S to take a partial screenshot nothing comes up.

When i Open snipping tool manually I get prompted an error

"This app can't open

A problem with Windows is preventing Screen Snipping from opening. Refreshing your PC might help fix it.

Refresh"

How do I fix this "problem with Windows"?

Good day paoh774! I am glad to be able to provide assistance to you today. I understand that you are having an issue with regards to the Snipping Tool. This is already looking to be a known issue that many others are reporting and one of the MS MVP's has already reported this one and you can check out the links below for reference and for further update.

Hi paoh774, it has been reported that changing the date to October 31 seems to fix the problem.

  • Right click the Taskbar clock and select Adjust date and time

  • Turn off Set the time automatically

  • Click Change button and set the date to October 31

  • Close that setting window, then open again and turn On Set the time automatically

Hopefully it works for you too.

It is absolutely baffling that they would launch without such a fundamental feature. I've already reverted to Windows 10.

Apologies on that paoh774 and you can also send a feedback with regards to that by pressing Windows key + F to launch the Feedback Hub and you can take it from there.

Snipping Tool and some built-in apps might not open or work as expected

Starting on November 1, 2021, some users might be unable to open or use certain built-in Windows apps or parts of some built-in apps that have not installed KB5006746, released October 21, 2021. This is caused by an issue with a Microsoft digital certificate, which expired October 31, 2021. Devices running in S mode are more likely to be affected.


The following or a subset of the following might be affected:

  • Snipping Tool

  • Accounts page and landing page in the Settings app (S mode only)

  • Touch Keyboard, Voice Typing, and Emoji Panel

  • Input Method Editor user interface (IME UI)

  • Getting started and Tips

Workaround: Installation of KB5006746 released October 21, 2021 resolves the issues below. For instructions on how to do this, please see Update Windows.


Issues resolved with KB5006746:

  • Touch Keyboard, Voice Typing and Emoji Panel

  • Input Method Editor user interface (IME UI)

  • Getting started and Tips

Next steps: We are working on a resolution and will provide an update when more information is available.

So now when this issue is marked "Resolved", does it mean for 100% that snipping tool is working?

Valid question. MS also stated KB5008295 (which contains the fix) would only be released to Insider platforms; yet, supposedly it was release to everyone. Basically, it's a hit & miss situation - some information correct, some information changes, and some information incorrect. Install the above KB5008295 and see if it fixes your issue. If not, the following protocol definitely fixed my issue. I believe it's premature to mark the issue as Resolved. Good Luck!

UPD: November 4, 2021

1. Start>Settings

2. Time & language

3. Date & time

4. Toggle "Set time automatically" to off

5. Set the date and time manually .. change button

6. Choose Oct. 30 2021

7. Click Change button

7.2. Restart PC (optional)

7.5 Launch Snipping Tool and click "+New". After confirming that it worked (didn't crash), proceed to step 8.

8. Set time automatically -- toggle back on.

9. Launch Snipping Tool

10. Choose "+New"

UPD: 5 Nov.

As it turned out, the KB5008295 update was released today, which in theory solved the problem with the snipping tool and other applications, but as I understand it, the certificate was extended until December 3, so be prepared for the same error.

The update came to everyone, even those who do not participate in the Insider program

Furthermore that the bug might return in a month is just baffling.

I'm already back on Windows 10 and plan to remain there until they can sort their things out.

It is really true that every 2nd Windows version is a screw-up.

Maybe it is time Microsoft stop with the greed and let go of their 18/6 rule.
