I was able to resolve this on several dell laptops by doing a power cycle reset. This is a pretty common way to reset both desktops and laptops, so it should work for all machines from all manufacturers. Note that this also fixed a post-upgrade issue on a Dell Latitude 5520 laptop where the CPU was throttled at 10%, severely impacting performance.
Shutdown the laptop while on battery power and wait about 10 seconds after the shutdown.
Hold down the power button on the laptop for about 40 seconds, then release the power button.
Finally, plug the power back in and quickly press the power button again to boot the laptop.
Sign in normally and see if the fans quiet down after a few minutes.
For a desktop PC, you should probably hold down the power button while the machine is on - which forces an abrupt power off. Just keep the power button depressed after the machine cuts off for the full 40 seconds.
