Win 10...clear Explorer windows (blank, empty)

Seems like every single time I try to open an Explorer window or and application I get these blank windows that just look transparent.

I have tried re-installing Windows 10 Pro, among other troubleshooting, but nothing I do fixes it. Please help as I have never seen this happen and cant seem to figure out any particular search strings for Google to search. Everything I find is not related to my issue.

Hardware:

-Asus Rampage V Edition 10 mobo

-Intel i7 6850k

-32gb Gskill Trident 14 lat

-Asus STRIX GTX1080 O8G

-Samsung SM951 M.2 NVME 512gb (main OS drive)

-SanDisk Ultra II 960gb SS (for storage and games)

-Windows 10 Pro

-all updates have been installed

-no special configuration and no OC

  • Have you made any recent changes prior to this issue? 
  • Are you referring to Internet Explorer or File Explorer?
  • Is the issue the same when opening other apps?
