What is the make and model of the Webcam you are using?
2.
Did you update the webcam software?
3.
Do you see any exclamation mark for webcam drivers in Device Manager?

Method 1: Run Hardware and devices troubleshooter.
a.
Press the ‘Windows + W’ key on the keyboard.
b.
Type
troubleshooting in the search box and then press ENTER.
c.
Select
Troubleshooting.
d.
Click on
view all and select
Hardware and devices.
e.
Click next and follow the on-screen instructions.
Method 2: Temporarily disable firewall.

Warning:
You shouldn’t turn off
Windows Firewall unless you have another firewall turned on. Turning off
Windows Firewall might make your PC (and your network, if you have one) more vulnerable to damage from worms or hackers.
Method 3: Update the webcam drivers.
a.
Press
Windows + X, select Device Manager.
b.
Click the
Other devices.
c.
Right click on the webcam drivers.
d.
Click
Update drivers.
