Why was the ability to move the task bar taken away with Windows 11?

Problems like this are the very reason I waited so long to accept the Windows 11 upgrade. It's actually a downgrade when functionality it removed. There was nothing wrong with Windows 10 and the only reason I went to Windows 11 is because support for 10 is going away.

Microsoft Community is a user forum, so we have no insight into Microsoft's decision making. There's nobody here from Microsoft to ask. Nevertheless, there are 380 million Windows 11 users all over the world, and you might find among them a wide range of opinions.

There was nothing wrong with Windows 10 ...

This is what so many people don't appreciate. It's becoming increasingly difficult for Microsoft to defend Windows 10 from attack and, quite frankly, it's a losing battle.

Microsoft needs more than software to protect Windows - it needs hardware. Microsoft relies on that hardware (principally the TPM) to keep Windows 11 safe, for now.

Windows 11 was primarily a security upgrade to Windows 10. All the design changes in Windows 11 that people either love or hate would have happened to Windows 10 anyway, and we would all still be on Windows 10 today, were it not for security threats from the internet.

The more you understand, the more you succeed.

Good day, thanks for your question. There is no telling if it will still be go back to the previous functionality or if it will still be reversed, but you can check out Winaero Tweaker which is a third party app and use it for the designated function of the taskbar that you are looking for to see if it will suit your need.
