Hi Siew. I'm Greg, 10 years awarded Windows MVP, here to help you.

Try updating the HID Compliant Touchscreen drivers to see if that sorts it out. All ways to do this are covered here:
https://www.thewindowsclub.com/download-or-upda...
(Avoid ad links which intrude into editorial copy, especially avoid Restoro, PC Repair Tool and Reimage ads)

The primary place to check for these is the PC maker's Support Downloads web page for your exact model PC.

While there make sure that you also have the latest chipset, BIOS, display, network, bluetooth, USB and all other drivers, compared to the ones presently installed in Device Manager reached by right clicking the Start button.

The most basic thing we need to learn to maintain a PC is how to keep the latest manufacturer's drivers current. Windows drivers are rarely enough.

1) If this is not enough then try all fixes which are working for Touchscreen here:

https://www.groovypost.com/howto/fix-unresponsi...

2) HID Compliant touch screen driver cannot be found after reinstall or updates is a known issue with fixes here:

3) If nothing above helps then Update the Display driver from the PC or Display adapter maker's Support Downloads web page for your exact model number, HP Serial Number or Dell Service Tag - from the sticker on the PC.

While there check also for newer chipset, BIOS/UEFI firmware (very important), network, sound, USB3 and other drivers, comparing to the ones presently installed in Device Manager reached by right clicking the Start Menu.

Also find and install the latest touch drivers for your model, even if they are current. If that doesn't help then right click touch device to Uninstall, restart PC to reinstall. Each manufacturer has a different name for these touch drivers which are explained in the links at top, but also can be found for your model by googling the "full make and model + Touchscreen driver" or reporting it back here so I can find it for you.

If this doesn't give you the latest or ideal driver for what you need, compare it to the driver offered by the Intel driver update Utility here: http://www.intel.com/content/www/us/en/support/...
or the Nvidia Update utility here: http://www.nvidia.com/Download/Scan.aspx?lang=e...
or the AMD autodect utility here: http://support.amd.com/us/gpudownload/windows/P...

For Display issues one fix that is working is to Roll back or Uninstall the Driver on the Display Device > Driver tab, restart PC to reinstall driver.

You can also try older drivers in Device Manager > Display device > Driver tab > Update Driver > Browse > Let Me Pick.

Then you will know you've tried everything in addition to Windows Update drivers.

4) Go over this checklist to make sure the install is set up correctly, optimized for best performance, and any needed repairs get done:

http://answers.microsoft.com/en-us/windows/wiki...
Start with Step 4 to turn off Startup freeloaders which can conflict and cause issues, then Step 7 to check for infection the most thorough way, then step 10 to check for damaged System Files, and also Step 16 to test a new Local Admin account. Then continue with the other steps to go over your install most thoroughly.

5) If nothing else works then do a Repair Install which is much better than the reset because it uses fresh installation media and not corrupted onboard files:
https://www.tomshardware.com/how-to/fix-windows...

I hope this helps. Feel free to ask back any questions and keep me posted. If you will wait to choose if I solved your problem, I will keep working with you until it's resolved.

Hey Andrew, did any of those things work? I'm having the same issue. I was on the phone with MS Support today and they said it wasn't any of the above, that it was CC Cleaner that installed the wrong driver update on my laptop and now all of a sudden it doesn't work. So he uninstalled and did some other things, said it fixed the issue. Of course later it happened again. I have a Surface Book 2 that has worked perfectly for 5 years ish and now in some kind of update in the last 2 months I get this bubble screen mouse flickering thing. Frustrating.
