So the answer to "Why is System PID 4 having so much disk activity?" is: "Because it shows activity from other processes."

No.

The answer is that the SYSTEM process is not actually a single process but rather a group of processes, mostly drivers, that are running at the "system" level.

For example, the table below shows what's included in SYSTEM PID 4 (output from Process Explorer on a normally-running Windows 7 system).

There is no one answer to all of the problems experienced by people who use Task Manager to see "SYSTEM" behaving badly.

Your mission, should you choose to accept it, is to determine which of the drivers running under the "SYSTEM PID 4" umbrella is causing your problem.

To do that, you'll need to learn about one or more of the utilities listed at Sysinternals Process Utilities or perhaps pviewer.exe, discussed here: How to Break Down the System Process (there are numerous third party sites that say that they have pviewer.exe available for download; you can get a genuine version of it from any Windows XP installation CD or here: https://www.microsoft.com/en-us/download/details.aspx?id=18546).

My Question again would be what should I do to control that activity? I have istalled windows 10 and still my disk is running at 100% due to that single system process ID 4

I suggest you to perform the below methods and check if this helps in controlling this activity.

Method 1:

I would suggest you to perform System Maintenance troubleshooter on the computer and check if it fixes the issue.

Please follow the steps to perform System maintenance check to improve performance of the computer:

  1. Press Windows and x key together and select Control Panel.
  2. Click on Troubleshooting.
  3. Click on View all on the left side panel.
  4. Click on System Maintenance and follow the onscreen instructions.

Method 2: Perform Clean Boot.

Placing your system in Clean Boot state helps in identifying if any third party applications or startup items are causing the issue. Check this issue in clean boot state.
