Why does my lock screen image keep reverting back to default?

So, I've been wrestling with this for days now. I've tried every solution I could find but nothing seems to work. All I want to do is force a specific lock screen image.

-I've set it in personalization and my chosen image is shown.

-I've set it in the registry.

-I've made sure the group policy is set correctly.

-I've taken ownership of the image it keeps changing to (the beach picture) and moved it into a different folder and replaced it with my image.

-I've disabled Windows Spotlight via gp editor.

And yet, almost every single time that unwanted beach image shows up when I turn on my computer. Or sign out. Or hit lock. Once every ten times or so my image will appear, so I KNOW it's in there. What do I need to do to force my own image?

Why is this so difficult? I shouldn't have to be running an enterprise version of an operating system to be able to set a simple picture.

Running Win10pro 22h2 19045.2311. If you need any more system info I'll provide it, but that shouldn't matter. This should just WORK.

You can find the corresponding wallpaper path by following the steps below.

  • Open File Explorer (Win+E), and perform the following:


A) Click/tap on the View tab, and check the Hidden items box.

B) Navigate to the C:\ProgramData\Microsoft\Windows folder.

C) Right click on the SystemData folder, and click/tap on Properties.

  • Click/tap on the Security tab, and click/tap on the Advanced button.

  • Click/tap on the Change link to change the owner.

  • Type Administrator into the "Enter the objects name to select" field, and click/tap on the Check Names button.

  • Click/tap on OK.

  • Check the Replace owner on subcontainers and objects box at the top, and click/tap on OK.

  • Click/tap on Yes to confirm.

  • Click/tap on OK to close security properties.

  • Right click on the SystemData folder, and click/tap on Properties again.

  • Click/tap on the Security tab, and click/tap on the Advanced button.

  • Check the Replace all child object permission entries with inheritable permission entries from this object box at the bottom, and click/tap on OK

  • Click/tap on Yes to confirm.

  • Click/tap on OK.

  • Open the SystemData folder.

  • Open the SID folder of the user you want to find lock screen background images for.

  • Open the ReadOnly folder.

  • Open the LockScreen_<letter> folder you want.

  • You will now see the custom lock screen background image(s). You can copy and save the image(s) to where you want.
