Why did the Russian language appear?

Hello,
I only have two languages installed on my system: English and Ukrainian. Ukrainian is the interface language.
However, for some reason, the Russian keyboard layout has appeared, and I want to remove it. Unfortunately, I cannot find it anywhere in the system except in the keyboard layout options.

It seems you are faced with some issues with the language layout in Windows. This problem is likely to be caused by some settings in your account. We recommend you try to create a new Windows user account by following the steps below, to see if you still have the problem under the new account.

  1. On taskbar, search for CMD, then right click on "Command Prompt" to run it in administrator mode and enter the following command:

    net user USERNAME PASSWORD /add
  2. After the command runs successfully, enter the following command

    net localgroup administrators USERNAME /add
  3. Note: USERNAME PASSWORD can be replaced with your desired account name and password, if you do not need a password, you can skip filling in the PASSWORD.

 

Through the above two steps, you have successfully added a "USERNAME" account with the administrator permission. If there is no problem under the new account, it should be the account configuration file failure, please refer to the following article to transfer your data to the new account: Fix a corrupted user profile in Windows - Microsoft Support

Additionally, if you cannot find the "Russian" keyboard layout in the keyboard layout list, you can try to check whether there are other associated Russian settings in the "Language options" and make corresponding adjustments. In the language options, under the "Keyboards" section, you will see a list of keyboard layouts associated with the selected language.

If the problem still persists under the new account, we recommend you perform an In-place Upgrade to remove the unused language in your system: An in-place upgrade is a method of reinstalling Windows. The principle of an in-place upgrade is to upgrade the system from the old version to the latest version while retaining the original system and user data, overwriting only the system files, and restoring the normal use of the system. The detailed steps are as follows.

  1. Visit the official Microsoft website, Download Windows 11 Download the Media Creation Tool from the website.

  2. Use the installation tool to create a USB installation disk or ISO file.

  3. Insert the USB installation disk or mount the ISO file, and then run setup.exe.

  4. Select the "Upgrade this PC" option and click "Next".

  5. Make sure to select the "Keep personal files and apps" option and click "Install".

  6. The process may take some time, please wait patiently for it to complete.

Strange... I just created a user through the settings and logged into it, then returned to the main account, and the Russian language disappeared. Thank you.

The problem is not solved.
Could it be that the connection with OneDrive or the Microsoft account itself adds a language?
When I log into the system, I only have Ukrainian and English, but after a certain period of time, Russian is also added.

Thanks for your update! Based on your description, we could confirm that you are faced with an old bug in Windows, this problem has been around since Windows 7. Perhaps it's because the developers at that time added the ability to Windows to automatically recognize and change the current optimal regional and language settings. Of course, many users have summarized alternative ways to temporarily avoid this problem:

Modify the registry

Press Win + R, type regedit and press Enter, navigate to HKEY_CURRENT_USER\Keyboard Layout\Preload.

Then on the right side, delete the languages you don't need. The language identifier for Russian is:

ru-RU: Russian keyboard (0419:00000419)

en-US: US keyboard (0409:00000409)

After the above step, here's an additional step to confirm the settings:

  1. Press the Start button and search for intl.cpl.

  2. Click on the "Manage" tab and select Copy > Settings.

  3. Make sure that all categories under Current Users are set to Ukranian. There must be no Russian language or Russian language equivalents.

  4. At the bottom, select both options, "Welcome Screen and System Account" and "New User Account".

  5. Click OK.

  6. Reboot your computer.

The only way to fully resolve this issue is Send feedback to the developers. However, given that this problem has been around for more than a decade, it will not be completely resolved in the short term. Please keep this in mind.

I don't have language 419 in the registry and never did

In other words, Ukrainian is the default language everywhere, but the keyboard layout is English.

The issue, as it turned out, was with the peripheral application, specifically Razer Synapse.
After uninstalling this program and restarting the system, the problem was resolved.
