If you cannot access the Recovery Environment, then, you will need to create a bootable Windows 10 USB on another working PC and boot your PC from that, then rather than installing Windows 10, select ‘Repair this Computer’ that will give you access to the Recovery Environment from there
Click this link:

to download the Media Creation Tool (Click on Download Tool Now), with that you can download the latest Windows 10 ISO (Select Create Installation Media for Another PC), you can create a bootable USB flash drive (min 8GB) using that tool
Then, Boot your PC from the Installation Media you just created (change Boot Order in your BIOS)

If you can't boot Windows then you may need to try installing it clean either again slightly differently or for the first time if it was an upgrade attempt.
Another option is to make and boot from a bootable Windows USB drive then run repair and see if it can repair it. If not then a clean install is likely the next option.
I suppose its possible that the computer has a part that's not compatible such as the network hardware. It might also be possible that the installer you used was corrupted and you need to make another one more correctly.

To boot your PC from a USB drive you must boot into BIOS, then turn off Secure Boot and set the USB drive as the primary boot device, save those settings and restart your PC.

Yes I did that from the BIOS, although I am not sure If the secure boot Is off or no, but I think it's off because I even reset the BIOS using the CMOS battery
