Why can't you run portable apps on RT?
Nothing is being installed to the system. It's all either, on the USB flash drive, or in a folder.
You don't have to install anything. So, why can't you run portable apps on RT?

Well theres a few reasons - the apps you are trying aren't made to run on an ARM CPU, and also Windows RT is made to only run apps from the Windows Store

It is still a program based on code written for a specific platform. Even when completely self contained (which few are) the host system has to support loading the program into memory and then running. Most portable apps will be specific to the operating system unless it actually boots the device it is on so one written for Windows will not run on Linux or OS-X for example.

 

Windows RT is not the same as Windows 7 or 8 because it is running on a completely different processor architecture. Even if you could get around the fact that Windows RT will only allow programs to be loaded from the Store any program intended to work on the x86 processor system used in standard PCs will not work on the NVidia Tegra ARM processor used in the Surface RT tablet (and in many others).

 

Hypothetically a program that used only Windows high level API calls recognised by both Windows RT and Windows 8 can run on both transparently.
