Why can't i find Cortana anymore?

i myself live in the Netherlands but have changed all the settings to us so i could use Cortana

and for a while i could use Cortana no problem. But i now i installed a update from windows 

lately, i can't find her anywhere.

if you click on the Cortana and settings button on the fourth picture you go to the second picture.

if there is a way to turn the Cortana function on again i would like to know.

so my start works fine. the only issue is Cortana.  i tried the first 3 options with no result

and i am not planning to reset my pc for Cortana. so are there any other options? 

if not and resetting is the only option then i think ill leave it with this but it would be nice

if there was a option left.

If those steps didn't help. Then resetting is the only option. :)
