1. Do you get any error message?
2. Which email client are you using?
3. Which file type (JPEG, GIF etc.) pictures are you attaching?
If you are using the built-in Mail app to send emails, you can attach any pictures to the email and send it. To know more information about attaching a file, refer “How do I add attachments” section in this link: http://windows.microsoft.com/en-US/windows-8/mail-app-faq
Method 1:
I suggest you to run the app troubleshooter and other steps given in the article:

Disable the security software installed on the computer and check.
Important Note:Antivirus software can help protect your computer against viruses and other security threats. In most cases, you shouldn't disable your antivirus software. If you have to temporarily disable it to install other software, you should re-enable it as
soon as you're done. If you're connected to the Internet or a network while your antivirus software is disabled, your computer is vulnerable to attacks.
Method 3:
