White Screen while setting up Windows 10 on a new laptop

So my mother recently landed a new job so we bought her a new laptop, but when setting it up, right after the screen that says "Link your phone and PC", the screen goes blank, only showing the tab above that shows setup progress (In this case "Services") and options at the bottom for keyboard layout, volume and some accessibility options etc.

She needs the laptop up and running soon, and I am at a loss. I've never come across an issue like this when setting up a windows 10 PC, and I can't find anybody else who has had the same problem before. Windows 10 comes pre-installed on the laptop so I don't have a booting device either.

The laptop is an HP Notebook 15-db1008ni

AMD Ryzen 3 3200U

Integrated Radeon Vega 3 Graphics

12GB DDR4 RAM

128GB SSD + 2TB HHD

Windows 10 Home 64bit

Try entering safe mode to repair

Turn off your computer; Then turn it on.

As soon as you see the Windows logo with the rotating points, press and hold the power button until the computer turns off. Do this process twice.

.-Turn on your computer a third time, and let it charge.
.-You should receive this message: Preparing Automatic Repair.
.-On the next screen that would appear, click on Advanced Options.
.-Select Troubleshoot.
.-Go to Advanced Options.
.-Click Start Repair.
.-Wait for the repair to finish.

Unfortunately not, it tells me there is nothing to repair and that everything seems fine. Im resetting it now, hoping it might solve the issue. If that doesn't work I think I might just send it back with warranty and see if  they can fix it.
