System Restore points are stored in the System Volume Information file which is hidden in C and not accessible to us.
System Restore is your first line of defense if Windows ever malfunctions as it can run even from recovery media to get you back before a problem started. It should always be turned on C drive with plenty of disk space (5-15%) configured.
You cannot move System Restore points from System Volume Information file hidden on C. It is one of the most protected folders in Windows. It needs to always remain in.
You can unhide it via File Explorer > View > Options > Change Folder and Search Options > View > enable Show Hidden Files and uncheck Hide Protected Operating System Files, approve security box, Apply, Save.
